Respectfully want to know what is going on. Police just escorted Norman the Patty Seller and also the Jerk Pork seller off the beach at Wavz park. We've been buying food from them for years and they both seem like great people.

Far from a police shakedown, Norman and I have been talking about this for months. Without having a physical location, the selling of food products is not licensed.
He has been trying to find a way to gain a vendor's license but has been unable to obtain one without a location.
The police are just enforcing the new vending laws that were put into place to address the tourist harassment complaints.
Norman knew it was just a matter of time, and will be using this opportunity to have a judge clarify the law and address this particular form of business.
Hopefully this will lead to a formal vendor's license for him and Dean.

I ironically saw a horse galloping on the beach passing spot where Norman and Dean were arguing with the police. Aren't horses illegal on the beach?

Yes, the vending of horse riding on the beach is illegal and they have been arrested many times in the past. But the logistics of what to do with the innocent horses creates problems. Obviously the police station doesn't have a stable.
The local police have complained to the higher ups so they are aware of the problem.
In the meantime, an easy solution we can all be part of is to simply not patronize the horses. And to let those you are with know not to ride those horses as well. If there is no demand, there will be no supply.
