Hmmm, nothing wrong with that picture. It was taken 20 minutes from Negril near Salmon Point where riding horses in the water is legal and licensed by the JTB at Jamwest. The JTB advertises such activities on their website. It just needs to be done in the approved areas such as the one shown in that picture.
