well I cant say everywhere most are very welcoming, when i stayed at Tensing Pen, i'd ride down to sun beach to chill and buy some drinks
Normally yes they would. I spent a day at Charela and paid $ 15.00. A voucher is given to be spent at the bar or restaurant. Nice shady location - quiet.
There are many places on the beach you can spend the day.
Our best two are Cosmo's and Boardwalk. We prefer a quiet beach with good food, good service, no higglers.

the Mirage & Charela Inn are the same owners...Samsara & Legends..same thing..those are the two I know of.
There are many places you can spend the day if you buy drinks/and or food there.
Sun Beach as mentioned; is very welcoming. Nice swimming area; really good food and reasonable prices at the bar. White Sands is another good spot and they have very clean change/rest rooms and two for one specials at the bar every day. Nice food too. Margaritaville; although very very 'touristy' provides change/rest rooms, beach loungers, lifeguards, lockers ($), beach-side drink service, restaurant (try the onion rings), gift shop etc, etc, etc. Expensive and not very "Negril". Almost any resort that you choose will allow you to visit and chill as long as you're a paying customer; either drinks or lunch. Boardwalk was mentioned. Also nice; but a tad expensive on the food and drink. You will have no problem wherever you choose to land.
The bar at Yellow Bird is a great place to hang out. Awesome 2 for 1's and great beach!

Most hotels will let you you use their beach for the price of a drink, but not all. As someone mentioned, Charela requires that you purchase a voucher - however, guests of the Mirage are welcome to use their beach at no additional cost. I'm not sure what the policy is for some of the more exclusive hotels (i.e. Idle Awhile, Sandy Haven), but I would imagine it is more restrictive to outside guests. Of course, at the big AI's you are not welcome on their beaches unless you purchase a day pass. I have personally hung out on the beach at Kuyaba after purchasing a Red Stripe. The security guard even fetched us a couple lounge chairs and towels, after I tipped him a couple bucks.
As the Captain said, Cosmo's and Boardwalk Village are great places to hang out, with no hassle. They both are sandwiched between AIs, so most higglers don't make their way up there. Cosmo's does have an entrance fee and a charge for renting lounge chairs, but I have heard that they may waive some fees if you eat at their restaurant. The food is good and reasonable priced.
In addition, there are many smaller bars/restaurants that welcome visitors on their beach. Sun Beach and Alfred's are 2 favorites that have great bars and good food. Keep in mind that these places typically don't have security, so you may be on your own when it comes to fending off higglers.
Boardwalk is a little out of the way as it is down near the AI's but like the others have said, it's pretty quiet at boardwalk as far as vendors go. There's also a cambio there if you need to exchange money.
