I am arriving for 3 weeks with carry-on so will need to get some toothpaste, shaving cream, lotions plus the usual water, booze etc etc. Is Hi-Lo the best place and cheapest or somewhere else? 3 days and counting :)

Hilo is the most expensive! In Negril Quality Traders prices are better on everything I have checked. I would stop at Progressive foods in Montego Bay on the way to Negril.
considering you are on vacation, get it where most convenient...a few dollars won't make that much difference
