More changes to the arrival protocols....

According to the JTB:

For July 10, 2020 and later arrivals, all travelers from New York, Florida, Arizona and Texas in the USA will be required to upload a negative Covid-19 Polymerase Chain Reaction (PCR) test result. The date of the test must be within 10 days of the arrival date in order to obtain a Travel Authorization.

Does passing through Florida from Kansas count as Florida? Just trying to figure out if I need a test or not?
