Why do they do it?

Why does a man wear his pants waist on his thigh, now mind you, it has moved from their hips to their thighs and then they keep pulling it up or they have to walk really wide to keep it up.Lmao. And then to make things worse they have on some dirty old cheap underwear or several underpants.

The next one is, I see these young girls wearing a blouse as a substitute for a mini-dress. What the Hell!!!! Then they have to keep pulling it down.hahahahaha. That makes no sense. And then you stare asking yourself why. And then they ask you why are you staring at them.

Someone needs to explain that the pants thing is a jail thing. When you are put in jail they take your belt and shoestrings away from you. The lower the pants the more available you are.
