Not sure what the "fee" might be?
https://www.jamaicac5.com
After entering the required details, passengers must declare that all information provided is correct and true. There is a processing fee, which can be paid with a credit or debit card.
Once this is done, the traveler can submit their online C5 form to make their customs declaration.

Well, THIS IS NOT GOOD!! We are flying down September 2nd so I went online and filled the C-5 form out. They want $55USD for the privilege on doing the form online. It also says it take 1-2 days for approval, BUT, you can get the "priority approval" for an extra $35USD, and this is per person. $90 per person!! This will not work well and may be a game changer for a lot of travellers. What the hell is Jamaica thinking!!

There is no fee if you use the government website, the website you linked has small print that says:
"Disclaimer: We are not affiliated with the Jamaican Government. You can access the government’s visa services here. We have a simplified application form which speeds up the process of obtaining a visa for Jamaica. We charge a small fee for this service.

It won't be working until we get closer to September 1st.

Re: Jamaica Has a New Digital Entry Form for Visitors
I filled out the form last week without any problems. We will be in Negril in early October
