Anything is possible in Negril!
I would still prefer to take a road trip though, lots of sight-seeing along the way, great places to stop, more to experience in my opinion.
Pelican Bar is definitely worth the trip.

Possible...yes. But it would be foolhardy unless you take a larger vessel (> 30 ft minimum) and that vessel would probably draw too much to get in to the bar's location.
Once you turn the corner on the west end that's the real sea out there.
When the trades are blowing it's 4' - 6' minimum and coming back you're straight into the teeth of it.
Every so often you'll find a day that it's smooth but unless you have a crystal ball.....
It would be a LONG ride. I've traveled as close as Whitehouse by car then gotten on a boat...that's still a 45 minute boat ride out to Pelican Bar. Black River is easy to add on, it's very close to Pelican and there are some cool spots to stop on the river if you are so inclined.
a boat ride like that would certainly test yourself to see if you ever could get seasick........
but never heard of anyone taking a boat to the pelican bar from Negril........
the cost alone would probably be out of the park if you could ever find a boat to take you that far.......
