If the house (hotel/bar) is not collecting any of the winnings through the buy-in there would be no need to obtain a license. It is just a group of people playing cards. The only way the house if profiting is through the sale of food and drinks in this case, which they would have been able to make regardless of a simple game of cards. No harm, no foul.

This article is from almost two years ago and is about children playing the lottery. Lotteries make a profit, so therefore they should be held accountable for paying taxes. We are talking about a game of cards that, while yes there is a $30 buy-in, the house makes absolutely no profit from as it pays out 100%. Since there is no profit, there would be no receipt.
So to sum up your point. The Accountant General is to get 15% of the gross receipt. 15% of $0 is $0. Quit wasting our time please.

While the casinos in Jamaica don't specifically list as having poker rooms, it would stand to reason that poker games would be easy to find none the less. The legality of these games, if they do in fact exist, would be questionable, but poker games could surely be found.
