Sooo ummm, yeah. I stick to believing it's sewage.
Ugh...
"When I feel like dancing, I dance. I don't care if anyone else is dancing or if everyone is laughing at me.. I dance.."
Noticed it at Llantrissant one evening when we were there in Dec. No smell, just discoloration, but looked nasty enough to not swim in it. Anyways we were told it was run off from the river due to rains. Whatever it was, the water was clear the next morning when I woke up.
Stir IT UP
I have seen it like that in 2010....no smell, looked like the river water to me.....

The article is a year old. So who knows if they fixed the cause or not.

The National Environment & Planning Agency, NEPA, says it's investigations of the pollution incident in the South Negril River have identified the likely cause to be sewage effluent.
The agency conducted an investigation Thursday after it received reports that there was evidence of the river being polluted.
The investigations also followed a protest staged by fishermen in the area earlier Thursday.
NEPA says its Enforcement Officers visited the area and identified the source of the pollution at the sewage pipe from the National Water Commission's Sewage Treatment Plant in Sheffield, Westmoreland.
The Manager of the Enforcement Branch at NEPA has brought the matter to the attention of the Commission and mandated that the malfunctioning system be rectified within 24 hours.
The agency has also collected water samples along the river for laboratory analysis.
In the meantime, residents and especially fishermen are being asked to avoid using the area
This is an absolutely normal and necessary occurrence after heavy rains. The South Negril River, which is dark in color because of the plant life in the morass has been credited for the naming of Negril. One of the theories of the origin of the name "Negril" is because when the Spanish in the 1500's named Negril, it was for the Spanish word for black.
