I usually by 10 or so. They do not care what country you are from. When I get back to the US, ii put all my declared items in one bag. I make it easy for them to spot check me. I roll my cigars up nice and tight in a ziplock. Stash them somewhere in my carry on. The old lady's purse is always good...then again I would never promote anything against the law...just saying..
