After 20+ visits no chance in hell ever that I would let my 18 year old loose at night without myself or a long known employed chaperone. And the Jungle for a suggestion without a parent, oh heck to the no for me. We have went to Cancun last two spring breaks with mine and they still didnt see anything like that. Kids that age are going to be preyed upon just as a fresh pale white tourist is. With extra attention for a hustle or theft.

No issues to be had at Sea Star, maybe meet up with another boardie that is a long time vet and see if kids want to go to a mutual destination Alfreds or Bourbon if they dont want you around. I would personally not want to be responsible for someone elses child while there but I would definitely keep an eye on there safety and whereabouts at a mutual destination just as I have done for first time travelers I meet onsite.

Myself personally I have taken each of my older 3 to international destination each year from 16-19. I do let them run loose on AI properties after having a conversation with security and sometimes a slip of a few bucks to them. My one daughter on our second year to Ocho Rios did go in to town with the entertainment staff to Margaritaville and Prairie Beach but I had known them 5-6 weeks worth and we spent several hours a day with them.
I find Ocho Rios to be a much different animal than Negril although I know some do not agree. I will be in town again in a few weeks with my 18 year old and the only time off resort without me she will be taking a tour bus with others to Mayfield Falls where I have paid extra to an employee I was familiar with to see to her. We will be in Ocho Rios first and on week two if she is comfortable with some of the staff I have known 8 years
I will let her run around town with them. They brought my last two back in one piece. Kids this age do not want Mom and dad by there sides at all times, but we are still Mom and dad and their safety no matter what age is equally important to us.
