That is true, Operation Grow (Growing and Reaping Our Wealth) was intended for the government to lease lands at a minimal rate or no fee to small farmers. This was designed to create work and develop small plots of land to provide income for individuals lacking education or market worthy skills. Regardless of political affiliations, it was a government attempting to help those who were struggling to provide for themselves and family. From this concept came squatting, but it was never intended to just allow individuals the right to just take over any land as they saw fit.
