Here in Milwaukee airlines show limited number of seats. They are holding some for their A-I clients. If those don't sell, the A-I's release some of those held seats so suddenly a close to sold out flight has quite a few vacancies. It's kind of a big game and we, the customer, aren't privy to the rules.
