They must have insurance as it is mandatory, but not the kind that would protect paying passengers. Check your insurance policy at home. It has the same wording. You are not allowed to act as a taxi. This is basically the same world wide.

If you live here, and accept a ride from a person that is known for not being paid for rides then the insurance would cover. But as a visitor to the island, you would have to prove you didnt pay them and that they are a friend, both of which are incredibly hard to prove in court.

The insurance company lawyers would prevail. The mere fact you are visiting the island makes you a tourist in the eyes of the law. And paying a non-taxi to act as a taxi is breaking the law. If you are pulled over and the driver has an illegal substance or item in the car, you would be considered an accomplice as well. It is not worth the risk.
