Scotia Banks with a Bank of America atm card.
Bank of America. We used it at ATMs all throughout the world and never had a foreign transaction fee. It also has a chip, which you MUST have on a credit or debit card outside the US.

There may not be a foreign transaction fee, but you still have to pay a local processing fee assessed by the Scotia, correct? I think B of A used to refund this charge, but that is no longer the case.
My local bank (Conestoga Bank in PA) doesn't charge a foreign trans fee, but I still have to pay a charge assessed by the machine. I think it was up to $5 the last time I used a ScotiaBank ATM in November.

Schwab High Yield Investor Checking Account. Its FREE FREE FREE And they also rebate any ATM fees you are charged by a machine. Excellent service. It comes bundled with a free Brokerage Account, and you do not have to do any trading with them. I use that part like a savings account.

For Canadians, Tangerine and Scotia. Tangerine is better as there are literally NO fees whatsoever for banking.
