clarification on education in Jamaica needed

A couple of things to keep in mind. When that article was written it was a few years ago when the Jamaican Dollar was worth a little more. Some things have gotten better like tablets loaded with school books to eliminate some textbook costs. The problem is that just being bright is not enough in Jamaica. The well off or those with family affaren can pick and choose from good schools if they pass the test but many deserving students simply don't have the money to continue their education.

I choose to help the schools rather than an individual family. Just my decision.
