some cambios no longer take them and if they do they take 2Ja$ off the rate but the fx trader beside the hi/lo cashes them at full value

Some one else may know for sure but I don't think you will get American Dollars. The ATM will dispense American but not sure about banks and cambios.
I have cashed travelers checks at FX traders next to hilo with no problem. I use ATM now at same location.
