What are the chances of Amsterdam-like 'coffeeshops' in Jamaica? Think the government would ever go that route?

I think you need to just get there first, and then you'll have answers to your questions. Jamaica is a very different kind of place. You can read all day long, but you really just don't understand until you get a feel for the place itself. That takes several trips at least.
