Hi Melody,
I would expect that your friend could probably get plenty of gluten free meals out. I would recommend to have her stress to the chef that she has a gluten allergy, and that none of her food can come into contact with anything that has touched gluten, including food prep areas, utensils and cooking areas, pots and pans.
All seafood is naturally GF, so she would just need to make sure that there is nothing added that would contain gluten. Rice and beans are GF.
I would imagine some soups or stews would possibly use flour to thicken a bit. Of course she'd need to avoid patties (I would guess these are flour?) but the chef at each place would know best what is used in everything they offer.
Good luck... I know eating out and needing to be GF can be daunting.
