If your idea of a best bar means having a gorgeous view of the sea than just about anywhere along the clifts or beach. Now if your a serious drinker with a tight budget in mind and want the true jamacan experience then hands down it's the Red Dragon up on Red Ground road A.K.A Ragabones. This is the bar all the snow birds (people who come for 3 to 6 months) come to. The best jerk pork in town red stripe that is so cold the bottle is covered in frost for the first few seconds, $170 for stripe $150 for rum and coke. Most taxis if not all of them know this place.

It's on the beach road, Rooms, Sunnyside, Trombones area. Miss Norma's property. It was the Sunbeam Cottages property back in the day. Stopped in there one day in August for 'A' beer, then two, three, next thing I know the porch light is on.
