Do I need t.r.n. Card for barrel

I sent a barrel to myself. I am not a resident. Do I need a trn to get barrel? I have passport, and shipping paperwork. On researching the pick up process of barrels at wharf I keep reading about trn card. Do I need one, or is that for residents only?
