As long as it is legal tender, Jamaican's will use their own currency. A lot of places out on the island, people only have coins to spend on things.
Only the dollar coins seem to be so worthless that you can often find them laying all over the ground. Kind of like pennies here in the US.

They are definitely in use -- when I am in Negril I stockpile the coins and periodically take them over to a neighborhood store (Shamrock as I stay on the beach close to their shop) and exchange them for goods or paper money. The shopkeepers are always short of coins and are happy to exchange them for you.
The newer 10's don't have the scalloped edge, it's just a scallop design stamped onto a round coin.
