Planning a Trip to next November for our wedding with a small group and have read a lot about sand fleas. Are they all over the beach?Are there areas where there are less prevalent? Thanks in advance for your comments.

Sand fleas and no see ums are two different things. The sand fleas will come out on the beach around sunset, though if you're on the beach around sunrise they can be bad then too.
Use bug spray or wear socks
I never have any problems with sand fleas on beach near where I stay at White Sands. That said, most likely time to have problems anywhere will be around dusk - so you might want to bring a pump-spray bottle of "Deep Woods Off" (or equivalent with lots of DEET in it).
The sand fleas also come out when it rains. So if you are on the beach after a rain spray your legs. I have also been bitten on the cliffs - sand is every where. Oh, I always shower when I get back to my room - don't want them in the bed either.

i have never had issues with these, however my wife has been bit muliple times on her legs mostly at late nites, soon come
