Usually for peak season you won't see too many reduced rates. You can always contact and inquire. Return guests may get considerations that first time guests may not. There usually is a phone number to call - sometimes an email address.

Thanks Irie always...It is just confusing because we pay definitely less for the room we had at the Westender than what it was advertised but maybe the first time was to get the week's business and the second time was because they just thought we were great customers!!! We love it out there but we just were thinking something different that's all.
Have you checked out Blue Cave Castle yet - great central location on the cliffs

Catcha Gardens...New pool...great rates
I have stayed several times at Tigress ii - Laneway just before Chicken Lavish. I know there are Fridges in the rooms for sure and probably access to a communal stove, although I am too laid back to cook when in Negril! Check out their Website - www.realnegril.com/tigress2/ - Ian is a Great young guy (compared to us boomers !) running the family business and its a real nice spot just off the lighthouse road but close to lots of Restaurants & bars.
A quick check of kayak.com revealed the following properties that meet all of your required criteria, listed by price in descending order, all are less than $140/night, including taxes:
The Palms
Rondel Village
Xtabi
Foote Prints
Sunset on the Cliffs
I did not list properties with more than 40 rooms, since you seem to want a smaller, quieter hotel experience. The following are in your budget but have more than 40 rooms, but less than 70...:
Rooms on the Beach
Legends
White Sands
Samsara
Travellers Beach
There are more properties with the beach or cliff location, but they do not have pools. I didn't bother to list these, as this seems to be a deal breaker.
There are also more properties that DO fit your bill, but aren't listed on sites that kayak.com searches, or don't have their Feb/March data available yet....
Catcha would be nice. I would have checked, but their website is down....

Rondal Village is very inexpensive, we have stayed there many times on the beach side, nice little property. This year we will be staying across the street for 100.00 dollars a night, quiet, I don't mind crossing the street. And no there will be not discounted prices. We will be staying there the last week in Feb. See ya on the beach
