I love Norman's patties. I hope they can sort this out. As for harassing tourists, I !NEVER seen either man do this

It is just the way things work. If you want to stop people from harassing tourists then you have to make laws that everyone has to follow. If you want vendors licensed, then you have to make everyone get a license. You just can't "cherry pick" the ones out that you don't want to have to follow rules and laws.

I think that in the long run everyone will like it more when some order is imposed on the system.
