He has been trying to find a way to gain a vendor's license but has been unable to obtain one without a location.
The police are just enforcing the new vending laws that were put into place to address the tourist harassment complaints.
Norman knew it was just a matter of time, and will be using this opportunity to have a judge clarify the law and address this particular form of business.
Hopefully this will lead to a formal vendor's license for him and Dean.
