According to the "Negril Marine Park Zoning Plan", the area where JDF ship was, is an area designated as a anchor drop zone. They might have been doing exercises dropping and retrieving the anchor who knows.
Canada also has similar vessels. They are called Kingston class coastal defense vessels. One of them is named after my hometown, HMCS Brandon.
