Different times in different areas of the islands. I find them ripe mostly in July and August. There are 27 varieties that I know of.

april through july is the official season, so you should be good any time during that period.
we were in haiti for 2 weeks starting end of march (which is technically the very, very beginning of the season) and there were TONNNNNNNNNNNNS of mangoes.
I travelled in late June a couple of years ago and had delicious mangoes... not sure which variety but they were green on the outside and kind of stringy. Tasty and delicious right off the tree!

right now is the peak of the mango season.....usually May and June there are the most mangoes....
you will see people selling dem roadside right now......dem a joy to eat though can be quite messy....lol
