The only locals or expats it would bother...would be those living in the West End without a vehicle.
For the rest of us...it doesn't make much of a difference.

If you are going on foot down the beach beware that they have a "no shirt, no shoes, no service" policy for lobby service ............ so bring both. I speak from experience.
