Given there have been a number of earthquakes off of Puerto Rica and now between Cuba and Jamaica I am wondering what warning systems are in place for Negril as a tsunami hitting the beach could be devastating.

Ever since the Christmas 2004 tsunami occurred in Indonesia, the government started to develop plans.
You now see staging ground signs for just such an emergency and the local transportation unions (JUTA, JCal, Maxi, etc) buses would all be mobilized to get people to higher ground.

Thanks Rob for the reply. I doubt that would have worked yesterday with a 40 minute window had a tsunami arrived. Do the hotels have a way of warning people on the beach and getting them to higher levels?
Yes, measures are in place to warn our visitors and locals alike. I know that the hotel workers will be placing the safety of their guests first, I know this from first hand experience during Hurricane Gilbert.
