The wording is from the Disaster Risk Management Act #11. The wording for the high risk is in an earlier Disaster Risk Management Act. Not sure which one, but it still applies.
Car rental companies are renting cars to visitors, so driving yourself is an option. Having your own car makes it that much easier. But you would be required to remain in the Covid Resilient Corridor.
I think you may be in a different category of visitor unless you stay at one of the certified properties. If you don't stay in one of the certified properties, I would check which traveler category applies:
