Read your insurance policy very carefully. Allianz says on their Web site "Claims due to known, foreseeable, or expected events, epidemics, government prohibitions, warnings, or travel advisories, or fear of travel are generally not covered, and coverage can vary by state." Overall, the answer is very unlikely unless you are buying a relatively expensive policy that does specifically cover medical evacuation and does not exclude pandemics or things you've been warned about by the government.
