Well that all depends on where you and your children are. If you're outdoors or in a non-smoking public place, the adult should move on. If you're in a bar or restaurant (that allows smoking), you should be moving your children without comment (since you would have put them in a smoking environment to begin with).
Completely agree. Common sense is don't take your kids where smoking is allowed.
