I had a friend looking for a car rental. We walked the strip and checked every location from Happy World to the round-a-bout. The best deal and the best car was at Elvis Rentals across from Sunbeach. They do rent scooters there as well. That might be a good start. Renting a scooter is not for the faint of heart. You have to be very very careful, think 2-3 moves ahead, and never think you can ride like the locals. Helmets are the law now even if you don't see anybody wearing one. The police will pull you in if you look like you have the money to pay the fine.
