In this case, wait. If you wait...you KNOW you can go sometime. The assumption that the money is not the issue.
Worst case...you can't go and you can book another reach...A SURE THING!
If it's killing you: call your hotels and book dates, as most refund your money withing a reasonable time frame. Tell them your dilemma.
But in no way would I chance booking a flight, not knowing 100% I was ALL IN.
If you have to change the dates, new restrictions will most likely cost you $200+.

well you need to book two weeks out usually to get a half decent fare........
sometimes you are okay a week out........but anything inside of a week you'll be paying a lot.......
so the latest mi would book would be Feb 26th.......mi think you would have a pretty good idea by then
no knowing tll the Feb 29th for a March 4th flight doesn't really help you much....3 days makes a difference
ideally you should always book two weeks or more out to get the best airfare........
