Passing on the shoulder is not uncommon in Negril. A few years back I almost got wacked one day in pretty much the same way, someone wanting to pass instead of waiting a few seconds. More than once this recent trip I stopped people who were walking WITH the traffic to advise them to walk facing the traffic so they could see what was coming & used this passing on the shoulder as why they should do this. They looked at me like I was crazy. I tried!
