Customs could hit you up for more than the shoes are even worth. The base the tax on a "list" they have.
If you have the receipts to prove what they cost then they will probably not tax above that.

The authorities will likely extract import duties/fees/tax or whatever they call them. That is of course, if declare them. If you "forget to declare" they'll likely will sail through without a hitch. Of course, I would never advise you to break the law.

IF you were travelling with 4 pieces of luggage and had 13 pairs in each case along with receipts, IF when you were to go through the nothing to declare channel and were stopped and 1 of the bags were checked 13 pairs of shoes for a well shod lady or gentleman is not REALLY excessive.
If you had an arrangement with the school or charity that you are supporting they could apply for a tax exemption
I once arranged 5 barrels transported by Air Jamaica from the U:K( no charge) for The Windsors Girls Home in St Ann.
The Superintendent Ms Black made all the arrangement for customs and pick up and the Home did not have to pay any taxes on the items.
There are other ways to support charities but God Bless you for bringing down the shoes. Hope you don't get hit with high tax.

Craig 123 has the best solution, we had 12 or so pairs in each suitcase, all small kids size......customs lady asked what are these for??..we told her each year we go around seeing kids that need shoes we give them away.....
we asked her if she had a child, she said yes, we told pick a pair or two out...she did...we went on through
50 pairs...they could call you a "profiteer".........lotsa questions then.......

Seriously though they are not really interested in shoes for kids they are looking for electronics or things being brought for resale!
