I always purchase the 1000 international minutes plan..then buy local time as well..Do I have to buy local or can the international minutes go against the local?

Nope, and the plans recently changed, the 1000 minute plan is now 700 minutes. Check the Digicel website for further information
Once you activate the international plan those minutes can only be used for international calls. If you don't use all the minutes you will simply lose them after 30 days. If you do use all the international minutes then any international calls you make will automatically use whatever credit you have on your phone.
And like pointvillagepete stated - the 1000 minute plan is now 700 minutes due to a new tax implemented back in July. Also, the 1250 minute plan is now 900 minutes.
