On Jamaica's reefs, it is a GOOD thing when all that 'sea weed' gets deposited on the beach, especially if it is removed so that it cannot re-enter the sea. 'Sea weed' that is growing on the reefs shades out the corals. When it is removed, it allows coral larvae the space it needs to attach and grow. The efforts that were made to removed the plants from the shoreline eliminates the possibility of the plants washing back into the ocean, where they would otherwise deteriorate and break down to their constituent elements of phosphorus and nitrogen -- only to become fertilizer for the next generation of 'sea weed'.
