I would say at the Hi lo. I now that you can get at least a half pound bag, not sure about individual sized though.
You could try cafe goa they fresh roast might be able to make small packs for you.

I'm pretty sure I seen them at the Time Square plaza in one of the little shops.

Times Square about halfway down on the right has a shop that sells them. They also have pkts of spices, sauces and other Jamaican things like shot glasses, key rings etc at really good prices that would go great in gift baskets

The little packets of spices would be a nice touch too. You can get all sorts of spices at the Hi Lo.
