First, I would NEVER do anything to put Jamaica in harms way.
The reason I stressed packaged USDA CERTIFIED ORGANIC SEEDS was because I would never bring seeds from my back-yard garden or purchase any seed packets which are nor USDA Certified. Please keep in mind that the last 90 (small packets) we brought were given to approximately 30 different people to plant in their yards. (I have also mailed seeds to Jamaica with no problem).
Second, I'm not a person who would dare to bring seeds into a foreign country (as I have on 6 occasions) without first researching it.

I've 'heard' stories of folks having their seeds taken away when their luggage was searched,
and that is why I asked the question that Bnewb is so kindly investigating.

doesn't the form we fill out(white form) upon entry to J ask if the traveller is bringing seeds or am I thinking of the return form(blue)?
I'm curious because I'd like to bring some basil seeds for my garden.

Kiwi...it wouldn't matter in Jamaica if it was USDA certified as this isn't the US...it would need to be certified by Agriculture Jamaica.
After checking out your links, these words still confused me under the heading Prohibitions... "plants and parts thereof"...as far as my thinking goes seeds would be "parts thereof"...SO...I made the necessary phone calls...
According to Andre at customs/imports/agriculture of Jamaica he said in NO uncertain terms are you allowed to bring in plant seeds without the required permits/import licensing etc....
Thank You, Bnewb, I guess the answers to this question depend on who one talks to. As I said, I've mailed them and they arrived with no problem, so that's strange.
