Nope, the plan activates separately on each phone. The cost is $1000J (plus tax) and then you have to activate the plan, not just simply make calls. If you dont activate the plan, your costs are the normal and much more expensive international long distance rates.
Anyone at the store you buy the credit should be able to help you activate the plan...
