There are a lot of these "spin-offs" in Reggae music. The melody for "Zungguzungguguzungguzeng" by Yellowman was ripped-off/sampled dozens of times, an was itself taken from a song originally released in the '60s.
it's not a rip-off - it's a well-known and long-accepted style. the entire genre of sampling (aka "biting") a snippet of music, combined with rapping on top of the riddim, is a Jamaican music creation, (also called 'toasting') that originated in the dancehall. another interesting thing related to this ... every year there are popular riddims played in many different versions, with different raps on top - they put out whole albums of just one riddim with various toasters doing different raps on top of the same basic riddim. That's Jamaica for you, personally I like the spin offs.. Especially songs that aren't reggae or jamaican in the first place.. Always makes the song better lol
