I think also it may be a little different if you are lying on the beach sunning as opposed to walking around. Every time I have stayed on the beach I have seen a mix of topless and not. I never heard anything about it not being legal--but maybe there are parameters. Firefly is full-nudity allowed. which in my mind is a lot different that a woman removing her top when sunbathing.
