My take is stay at the beach, We have made 20 some odd trips to Negril all at Tensing Pen on the Cliffs and have had several day trips to the beach. Only though experience can I give you my recommendation.

Reasons the Beach is Better!!

The view at sunset on the cliffs is terrible
The higglers and beggers on west end road are awful
Walking around visiting with locals in the cliffs is boring
There are absolutely no restaurants worth visiting on the cliffs
You can never find a taxi on west end road
Listening to the waves all night on the cliffs is annoying
The tree frogs keep you up all night
Not having sand fleas nibbling your ankles just takes all the adventure out of your vacation
Roadside vendors charge double what you see the same things for on the beach
You don't have to worry about hearing the peanut man walking the road
Jumping off the cliffs is scary
you don't have the luxury of sleeping in a bet full of sand

How about trying a compromise ?
Walking distance to the beach and to cliffs, very private, stunning view. 1 apartment avail. in Feb. and two in April. The most frequent complaint related to the beach is the night noise. What if you want to sleep at night ?
