Could it be possible that when you asked about the sewage/plumbing in Negril and you got the "deer in the headlights" look, maybe you are asking people who simply dont know? I would suspect that most people in most cities would not be able to tell you much about how their city sewage/plumbing actually operates. They might have some guesses and ideas, but how many would truly be able to answer that question in any real firsthand knowledgeable way?
I do agree with you that maybe you actually ask a Jamaican plumber about the issue. Nothing wrong with asking someone who may actually know if you really want to find out something.
